Chargebacks for RUO Merchants: Reason Codes, Evidence and the Lines That Matter
How Visa groups disputes, which conditions hit research-use-only stores, what evidence counts, and the Visa and Mastercard lines that end accounts. Sourced and dated.
By ResearchPay Team ·
A chargeback is a card dispute the bank pulls back from the merchant. Visa sorts disputes into four groups: fraud, authorization, processing error and consumer disputes (Visa Dispute Management Guide, October 2026). For a research-use-only store, fraud and consumer disputes are where most of the risk sits.
For the ratio lines that end accounts, see our chargeback threshold guide. This note covers the disputes themselves.
Which dispute conditions hit RUO stores most?
Condition names are from Visa's Dispute Management Guide (October 2026). The evidence column is our summary, not Visa's wording.
| Visa condition | What the buyer claims | What usually answers it |
|---|---|---|
| 10.4 Other Fraud, Card-Absent | I did not make this purchase. | Order history, delivery details, account and device data. |
| 13.1 Merchandise Not Received | The order never arrived. | Carrier tracking that shows delivery to the order address. |
| 13.2 Cancelled Recurring | I cancelled and was still billed. | Cancellation records and the terms the buyer agreed to. |
| 13.3 Not as Described | The product was not what was listed. | The listing, the certificate of analysis, the label. |
Does more evidence win more disputes?
Not on its own. Visa's guide says dispute outcomes "largely depend on whether rules and conditions are met and not documentation volume." Send what answers the specific condition, inside the deadline your acquirer gives you.
What is Compelling Evidence 3.0?
A Visa framework for condition 10.4 card-absent fraud disputes. It lets a merchant show the disputed order matches the buyer's earlier undisputed orders. Per Visa's guide (October 2026), it generally needs at least two prior transactions on the same payment credential, processed more than 120 calendar days before the dispute and not reported as fraud. It does not guarantee an outcome.
Visa's guide also describes Order Insight, which lets participating issuers request order details before a dispute is filed. Ask your acquirer whether it is available on your account.
Which lines end accounts?
Banks act well before these lines. A merchant agreement can set a lower limit.
- Visa VAMP: a US merchant ratio of 1.5% with at least 1,500 fraud reports and disputes in a month, down from 2.2% on April 1, 2026 (Visa VAMP fact sheet).
- Mastercard Excessive Chargeback Merchant: 1.5% and at least 100 chargebacks in a month (program FAQ, J.P. Morgan, Feb 2022).
- Mastercard MATCH reason code 04, excessive chargebacks: a ratio above 1.5% and at least $5,000 in chargebacks in a month (Security Rules and Procedures, Feb 11, 2025).
How do RUO stores keep disputes down?
- Use a clear billing descriptor that matches the store name.
- Ship with tracking and keep delivery proof for every order.
- Match each listing to its certificate of analysis and label.
- Answer refund requests fast. A refund costs less than a dispute.
- Keep human-use language off the site. It draws the wrong buyers and the wrong disputes.
